Integrating Electric Mobility for Last-Mile Connectivity

The SOLUTIONSplus project in Kigali focuses on electric mobility for last-mile connectivity, employing a systemic approach that integrates public transport bus services with electrified feeder services, such as electric moto-taxis and electric shared bicycles. This initiative began with the deployment of 50 shared e-bikes by Guraride and 10 e-moto taxis by Ampersand. Future support aims to increase the number of these vehicles, alongside the necessary charging infrastructure. A critical aspect of the project is its gender-inclusive dimension, which reviews conditions for women's involvement in transport provision, ensuring at least 30 women are supported in obtaining a driving license to operate e-motos. Additionally, the project is testing an e-bike sharing scheme along the most frequently used bus corridors, with charging facilitated by dispatchers or battery swapping via mobile lockers.

Enhancing Connectivity with Mobility-as-a-Service

To enhance first and last-mile connectivity, a Mobility-as-a-Service (MaaS) application is being designed in collaboration with the transport regulatory authority and IT providers. This app is intended to streamline the integration of various transport modes, making it easier for users to transition between public buses and electric mobility options. Alongside this, the SOLUTIONSplus project supports the feasibility analysis for transitioning to electric buses. By collaborating with stakeholders involved in bus electrification, the project provides technical expertise and aims to establish a precedent for public transport electrification in Kigali.

Building an Inclusive and Sustainable Urban Transport System

Furthermore, the SOLUTIONSplus project aids in creating an e-mobility technical committee within the City of Kigali, fostering coordination between public entities, private sectors, and civil society representatives. This initiative is supported by targeted capacity building and policy advice to scale up e-mobility in Kigali. Given the rapid increase in vehicle numbers and the significant contribution of the transport sector to CO2 emissions, Kigali is making substantial efforts to reorganize its public transport system and promote electric mobility. The investor-friendly environment in Rwanda further bolsters the development of electric mobility, with private investors like Ampersand and major companies such as Volkswagen setting the stage for a sustainable and inclusive urban transport future.
